A strategic occasion with long-term horizon (5-15 years) and high uncertainty exists.
Scenario Planning
Prerequisite
What needs to be finished first
A SWOT or PESTLE analysis with external drivers exists.
Preparation
What needs to be ready before start
Whiteboard or Miro with driver cards; template for 2x2 matrix of critical uncertainties; scenario templates (name, narrative, implications, indicators); workshop agenda across several sessions.
One strategy facilitator; 6-12 participants with different perspectives (internal, external, science); stakeholder with decision mandate; scribe.
PESTLE analysis, market and trend reports; existing strategy forecasts; interviews with external experts; relevant regulatory developments.
2-4 workshop days spread across several weeks plus research
Schedule three to four sessions: collect drivers, build scenarios, derive implications, evaluate strategic options. Each session 3-4 h.
Core question
The one question this method answers
Which combinations of uncertain drivers create plausibly different futures, and which strategic options are robust in more than one future?
Flow
Marker: Phase
| Step | Duration | Action | Hint |
|---|---|---|---|
1Phase 1: Collect drivers | 3-4 h | Collect external drivers (political, economic, social, technological, ecological, legal). Rate impact direction and uncertainty for each driver. | Focus on drivers the company does not control. Internal factors do not belong in driving forces. |
2Phase 2: Critical uncertainties | 2 h | Select the two drivers with the highest impact and uncertainty. They form the 2x2 matrix. Name each axis with polarities. | More than two axes explode combinatorics. If one driver dominates, one-dimensional scenarios may be enough. |
3Phase 3: Scenario narratives | 3-4 h | For each quadrant, create one scenario: name, narrative story over 5-15 years, implications for market, stakeholders, business model. | Narratives must be plausible and distinct. If all scenarios sound alike, the matrix was chosen poorly. |
4Phase 4: Implications and indicators | 3 h | Derive implications for the company per scenario (market, product, capabilities). Define early indicators (signposts) that show which scenario is materializing. | Indicators are observable events, not gut feelings. Use 2-4 indicators per scenario with measurement method. |
5Phase 5: Robust strategies | 3 h | Derive strategic options: what would make sense in several scenarios (robust strategy), what only in one (bet). Decider prioritizes. | Robust strategies become no-regret measures. Bets need indicator-driven triggers, otherwise they are pursued blindly. |
Artifact
What comes out at the end
Scenario report with driving forces, 2x2 matrix, four scenarios (name, narrative, implications, indicators), strategic options with robustness classification and follow-up actions with owner.
Create a scenario baseline per strategy cycle with date. Track indicators as an ongoing table. If indicators point in one direction, update the scenario baseline.

Scenario Planning - Coworking market Workspot, horizon 2026-2036
Driving Forces (Top)
- Hybrid work as standard.
- Office real-estate prices.
- Support for solo self-employed workers.
- AI-driven automation.
- Climate regulation for commuting mobility.
- Energy prices.
Critical uncertainties
- X-axis: share of hybrid work (low <30% vs. high >60%).
- Y-axis: office real-estate prices (falling vs. rising).
Scenarios
S1: Distributed Future (hybrid high, prices falling)
Empty office buildings are converted into flexible spaces. Massive pressure on classic office landlords. Coworking market grows, but commoditizes.
S2: Premium Hubs (hybrid high, prices rising)
A few attractive locations centralize coworking. Prices differentiate strongly. Workspot positions premium.
S3: Return to Office (hybrid low, prices rising)
Companies return to classic offices. Coworking market shrinks, only solo self-employed workers and travelers remain as target group.
S4: Real Estate Bust (hybrid low, prices falling)
Classic offices become cheap, coworking differentiation declines, market consolidates.
Indicators
- S1/S2: Eurostat hybrid work quote above 50% in 2027.
- S2/S3: Office rents in top-10 cities rise >10% YoY.
- S3: Commuter traffic in EU >85% of pre-2020.
- S4: Office vacancy >18% in German metropolitan areas.
Robust strategies (useful in at least 3 scenarios)
- RS-01: Deepen tenant relationship with solo self-employed workers (all 4 scenarios).
- RS-02: Optimize day-booking workflow (S1, S2, S3).
- RS-03: Prepare premium tier (S2, S3).
Bets
- B-01: Multi-location marketplace beta (S1) from 2027, trigger: hybrid quote >50%.
- B-02: Premium membership program (S2), trigger: office rents +10% YoY.
Follow-up actions: Quarterly indicator update, owner @julia (CEO).
Pitfalls
Recognize symptoms and steer against them
Internal factors as driving forces
Drivers such as "stronger own brand" appear in the list.
Drivers are external and not controllable. Internal factors belong in strategic responses, not in drivers.
Four identical scenarios
Narratives sound similar, implications overlap strongly.
Check axes. If scenarios do not differentiate, the axes are wrong or too weak. Find new critical uncertainties.
Probability as filter
Team eliminates "unlikely" scenarios, usually the most radical one.
Probability is deliberately bracketed in Scenario Planning. Plausible is enough. Black-swan scenarios belong in the set.
No indicators
Scenarios are narrated, nobody measures which one is emerging.
Define 2-4 observable indicators per scenario with source and threshold. Quarterly review is mandatory.
Bets without trigger
Strategies are pursued "probably", without an indicator steering activation.
Define a trigger (indicator + threshold) per bet. Activate investment only when trigger occurs. Otherwise bets are pursued blindly.
