Preparation

Put the six CATWOE elements on the board. Keep one line free for a root definition. Ask participants to separate facts from assumptions from the beginning.

Agenda

1. Section 1: Frame the situation (10 min) Owner: Facilitator Action: Describe the current situation in plain language and agree on what is contested, unclear, or hard to frame. Hint: If the situation already has a clear technical cause, CATWOE is probably the wrong tool. Use a more direct analysis method instead. Output: CATWOE Canvas

2. Section 2: Map CATWOE (20 min) Owner: Facilitator Action: Fill the six elements: customers, actors, transformation, worldview, owner, and environmental constraints. Keep each element visible. Hint: Do not collapse worldview into owner or customers into users. The differences matter and should stay separate. Output: Root Definition

3. Section 3: Test the transformation (15 min) Owner: Facilitator Action: Check whether the transformation is actually meaningful for the stakeholders. Rewrite weak or vague formulations. Hint: If the transformation sounds like a generic improvement phrase, it is too weak. Make it concrete enough to be defended. Output: Stakeholder-Perspektiven

4. Section 4: Write the root definition (15 min) Owner: Facilitator Action: Turn the best formulation into one root definition sentence that names the system and the change it is meant to achieve. Hint: The sentence should be readable out loud. If it needs commentary to make sense, simplify it. Output: Constraints

5. Section 5: Derive next questions (10 min) Owner: Owner Action: Capture the decisions, risks, and follow-up questions that the root definition opens up. Hint: CATWOE often reveals more than one problem. End with the next conversation or decision, not with a vague summary. Output: CATWOE Canvas

6. Publish artifact (10 min) Owner: Owner Action: Check the artifact for completeness, define location, set version or status, and name review recipients. Output: CATWOE Canvas
